Ilmatar Energy Oy’s project company, Ilmatar Virrat Oy, is planning to build a wind and solar power park in the city of Virrat. The Tuuramäki wind and solar project is located to the west of Seinäjärvi, bordering the Tuuraneva-Sulkueenneva-Isoneva areas in the northwest, near the municipal border between Virrat and Seinäjoki.

The area is planned to host a wind farm with 16 turbines and a solar energy production area of up to 387 hectares.
The planning boundaries, turbine placement, and the total number of turbines will be clarified during the planning process, taking into account studies, statements, opinions, and stakeholder discussions.
The Tuuramäki project can be advanced as a project of regional scale. The area is included in the Elonkirjo and Energy phase regional plan, approved in spring 2025.
Current Situation
The Tuuramäki project is currently undergoing a partial master planning process. The Environmental Impact Assessment (EIA) process has been completed.
The project has received a favorable statement from the Defence Forces.
Planning
The partial master planning for Tuuramäki started when the City of Virrat’s city board approved Ilmatar’s planning initiative in the summer of 2022. The city board approved the participation and evaluation plan (OAS) for the partial master plan and announced the commencement of the plan in the spring of 2023. The participation and evaluation plan for the Tuuramäki wind project was available for public inspection from May 25 to July 9, 2023. The draft plan was available for public inspection from June 17 to August 16, 2024. During the inspection period, a public meeting was held.
The zoning plan proposal is planned to be made available for public review in summer 2026. The approval of the plan will be decided by the City Council of Virrat towards the end of 2026. Based on the plan, construction permits for the project will be applied for.
EIA Procedure
The EIA process for the project has been completed. Pirkanmaa ELY Centre, which acted as the authority for the project, issued its reasoned decision in October 2024.
Latest Updates
The draft proposal for the Tuuramäki partial master plan is being prepared and is planned to be made available for public review in summer 2026. A public meeting will be held during the public review period.
