Ilmatar is planning a wind farm with 19 wind turbines in the northern part of Paltamo. The Hukkalansalo planning area is located in an uninhabited area, mainly used for forestry, between the villages of Vaarankylä, Saarinen, and Raappananmäki. The Hukkalansalo area has also been designated as a regionally significant area for wind turbines in the updated regional plan of Kainuu.

The zoning procedure for the project began in the fall of 2021, and the ELY Center provided a reasoned conclusion on the project’s environmental impact assessment (EIA) procedure in February 2024. After this, Ilmatar abandoned the two planned turbine sites on the Puolanka side (Julkuvaara) and reduced the maximum height of the turbines from 350 meters to 310 meters to reduce landscape impacts. The turbine sites were also refined to take into account valuable natural sites and archaeological findings identified during the EIA procedure.
The approval of the partial master plan is scheduled for late spring 2025. According to the preliminary schedule, the Paltamo municipal board will present the draft plan for public display in February 2025. A public meeting on the zoning will be held in March 2025 at the Paltamo municipal hall.
The construction schedule of the wind farm depends on the schedule for the renovation of Fingrid’s Nuojuankangas-Seitenoikea power line. A new 400+110kV power line will be built alongside the existing 220kV power line currently located north of Hukkalansalo, to which the Hukkalansalo wind farm will be connected.

Ilmatar identifies the Hukkalansalo area as suitable for wind power in its preliminary studies and initiates land lease negotiations.
2021
The Defense Forces give a favorable statement for the project. The municipality of Paltamo approves Ilmatar’s zoning initiative.
2022
Comprehensive environmental studies are conducted in the area, and the project’s EIA program and the zoning participation and assessment plan (OAS) are made available for public viewing.
2023
The project’s EIA report and the draft partial master plan are made available for public viewing.
2024
The Kainuu Regional Council approves the Wind Power Regional Plan 2035 and orders it to come into force. The Hukkalansalo area is designated as a regionally significant area for wind turbines in the regional plan. The Kainuu ELY Center provides a reasoned conclusion on the EIA procedure. The draft plan is prepared, taking into account the conclusions of the EIA procedure to reduce environmental impacts.
