Ilmatar Energy Oy’s project company, Ilmatar Vermassalo Oy, is planning to build a wind farm in the city of Virrat. The Vermassalo wind project is located approximately 10 kilometers from the center of Virrat, on the western side of Vermasjärvi.

A wind farm with a maximum of 22 turbines is planned for the area.
The planning boundary, turbine placement, and total number of turbines will be refined during the planning process, taking into account studies, opinions, feedback, and stakeholder discussions.
The Vermassalo project can be advanced as a regional-scale project. The area is included in the current Pirkanmaa regional plan 2040 and in the ongoing draft phase of the Elonkirjo and energy phase regional plan.
Current Situation
The Vermassalo project is currently undergoing a partial master planning process. The environmental impact assessment (EIA) process has been completed.
The project has received a favorable statement from the Finnish Defence Forces.
Planning
The Tuuramäki partial master planning has started after the City Council of Virrat approved Ilmatar’s planning initiative in February 2023. The Virrat City Council approved the participation and assessment plan (OAS) for the partial master plan and announced the initiation of the planning process in August 2023. The participation and assessment plan for the Vermassalo wind project was available for review in the fall of 2023.
The draft planning plan will be made available for public review according to the preliminary schedule in the summer of 2025, with the final planning proposal to follow by the end of 2025. The Virrat City Council is expected to make the decision on the approval of the planning plan in early 2026. Based on the planning plan, construction permits will be applied for the project.
EIA Procedure
The EIA process for the project has been concluded. The Pirkanmaa ELY Centre, which acted as the contact authority for the project, provided its reasoned conclusion in August 2024.
Latest Updates
The draft of the Tuuramäki partial master plan is being prepared and is expected to be available for public review in the summer of 2025. A public meeting will also be held during the review period.
