The project’s land use plan draft and EIA report were publicly displayed at the end of 2024. After completing supplementary studies and updating the turbine layout, the project will proceed to the land use plan proposal phase, estimated for spring 2026. This will be followed by the approval process.
The Ooperi project has been advanced with great dedication and in close collaboration with local landowners. Project development has progressed smoothly according to plan. Extensive studies have confirmed that the area is highly suitable for wind power production. Ilmatar continues to develop the project with the goal of producing renewable energy in Seinäjoki efficiently and sustainably.

Timeline and Key Phases of the Hukkalansalo Project
2021–2022
The Ooperi area was identified in preliminary studies as suitable for wind power production. Ilmatar began negotiations on land leases with a local negotiation committee.
2023
The participation and assessment plan (OAS) for the Ooperi wind farm local master plan in Seinäjoki was prepared and made available for public review. Comprehensive environmental studies were conducted in the area.
2024
The project’s draft local master plan and EIA report were completed and made available for public consultation.
2025
The competent authority issued a reasoned statement on the project. Supplementary studies were carried out, and the turbine layout was refined based on feedback received.
2026
The project’s local master plan proposal will be made available for public display and proceed to the approval process by the City of Seinäjoki.
2027
Technical planning of the wind farm.
2028
The project’s investment decision and the start of construction.
2029
Start of electricity production at the Ooperi wind farm.
