Ilmatar is planning a wind farm of 19 turbines in the northern part of Paltamo. The Hukkalansalo planning area is located between the villages of Vaarankylä, Saarinen, and Raappananmäki, on an uninhabited area primarily used for forestry. In the updated regional wind power plan for Kainuu, the Hukkalansalo area has also been designated as a regionally significant area for wind power development.

The zoning process for the project began in autumn 2021, and the Centre for Economic Development, Transport and the Environment (ELY Centre) issued a reasoned conclusion on the project’s Environmental Impact Assessment (EIA) procedure in February 2024. Following this, Ilmatar abandoned two turbine locations previously planned on the Puolanka side (Julkuvaara), and the maximum height of the turbines was reduced from 350 metres to 310 metres to minimize visual impacts. Turbine locations were also refined to take into account valuable natural sites and cultural heritage identified during the EIA process.
The Paltamo municipal board placed the draft plan on public display from 4 March to 3 April 2025, and an open public meeting on the plan was held on 13 March 2025 at the Paltamo municipal office. Based on feedback received during the consultation phase, supplementary environmental studies were conducted in spring 2025. As a result of these studies, the locations of some turbines will be further refined in the plan, but the overall scope of the project will remain unchanged. The draft plan will be put on public display again in autumn 2025, and stakeholders will be informed separately when it is available. The partial master plan is scheduled to be approved in early 2026.
The construction schedule of the wind farm depends on the renovation timetable of Fingrid’s Nuojuankangas–Seitenoikea power line. A new 400+110 kV transmission line will be built alongside the existing 220 kV line north of Hukkalansalo, to which the Hukkalansalo wind farm will be connected.

2020
Ilmatar identifies the Hukkalansalo area as suitable for wind power in its preliminary studies and initiates land lease negotiations.
2021
The Defense Forces give a favorable statement for the project. The municipality of Paltamo approves Ilmatar’s zoning initiative.
2022
Comprehensive environmental studies are conducted in the area, and the project’s EIA program and the zoning participation and assessment plan (OAS) are made available for public viewing.
2023
The project’s EIA report and the draft partial master plan are made available for public viewing.
2024
The Kainuu Regional Council approves the Wind Power Regional Plan 2035 and orders it to come into force. The Hukkalansalo area is designated as a regionally significant area for wind turbines in the regional plan. The Kainuu ELY Center provides a reasoned conclusion on the EIA procedure. The draft plan is prepared, taking into account the conclusions of the EIA procedure to reduce environmental impacts.
