Ilmatar is developing a wind power project in the Lylyharju area, located at the border of the municipalities of Parkano, Kihniö, and Kurikka. The area has the potential to accommodate a maximum of 14 wind turbines.

Current Situation
The schedules for the local master plans of the three municipalities involved in the Lylyharju wind power project have been decided to proceed separately. In Parkano, the local master plan for three wind turbines was approved in spring 2025. In Kihniö, the proposal for six turbines is planned to be made available for public review in spring 2026, with the goal of approval later that year. In Kurikka, the conditions for preparing a plan proposal are currently being assessed.
Extensive studies have been carried out in the project area, which have helped refine the turbine locations. According to these studies, the area is very suitable for wind power production. Lylyharju has also been identified in the Pirkanmaa Regional Plan for Biodiversity and Energy, approved in 2025, as a suitable area for wind power.

2019–2020
The Lylyharju area was identified in preliminary studies as suitable for wind power. Negotiations for land lease agreements with local landowners began.
2021
2021 – The zoning initiative was approved in all three municipalities, and the project’s EIA program and the participation and assessment plan (OAS) were made available for public review.
2023
The project’s EIA report and the draft local master plan were made available for public consultation.
2024
The zoning proposal for Parkano was made available for public review, and wind measurements were initiated in the area.
2025
The Parkano local master plan was approved.
2026
The zoning proposal for Kihniö will be made available for public review, with the approval process to follow.
2027
Detailed technical planning of the wind farm.
2028
Investment decision for the wind farm and start of construction.
2029
The wind farm begins electricity production.
