Ilmatar is planning a wind farm of up to 28 turbines in the northern part of Paltamo. The Takiankangas planning area is located north of the village of Petäjälahti and borders the municipality of Vaala. In the updated regional wind power plan for Kainuu, the Takiankangas area has also been designated as a regionally significant area for wind power development.

The zoning process for the project began in autumn 2021, and the Centre for Economic Development, Transport and the Environment (ELY Centre) issued a reasoned conclusion on the project’s Environmental Impact Assessment (EIA) procedure in February 2024. Since then, supplementary studies have been carried out in the area, including additional wolf territory surveys.
The locations of the turbines will be refined in the draft plan based on information provided by the EIA process and supplementary studies. The maximum height of the turbines will also be reduced to minimize visual impacts. The Takiankangas draft plan is expected to be published for public consultation in early 2026, with plan approval scheduled for late spring 2026.
The construction schedule of the wind farm depends on the renovation timetable of Fingrid’s Nuojuankangas–Seitenoikea power line. A new 400+110 kV transmission line will be built alongside the existing 220 kV line north of Takiankangas, to which the Takiankangas wind farm will be connected.

2020
Ilmatar identifies the Takiankangas area as suitable for wind power in its preliminary studies and initiates land lease negotiations.
2021
The Defense Forces give a favorable statement for the project. The municipality of Paltamo approves Ilmatar’s zoning initiative.
2022
Comprehensive environmental studies are conducted in the area, and the project’s EIA program and the zoning participation and assessment plan (OAS) are made available for public viewing.
2023
The project’s EIA report and the draft partial master plan are made available for public viewing.
2024
The Kainuu Regional Council approves the Wind Power Regional Plan 2035 and orders it to come into force. The Takiankangas area is designated as a regionally significant area for wind turbines in the regional plan. The Kainuu ELY Center provides a reasoned conclusion on the EIA procedure. The draft plan is prepared, taking into account the conclusions of the EIA procedure to reduce environmental impacts.
